If you can hear the blower turning, with only a little air coming through, then it'll be a blocked pollen filter - If you can't hear the blower turning, but you should hear it, then it could be the hedgehog

If it is your hedgehog that needs replacing, then people say it's an arse of a job, but I found removing the entire glovebox made the job 10x easier. I removed the glovebox in my E36 that many times to access the ZKE, that I could remove it in seconds
If you remove the glovebox, then on the right hand side behind the center console, you'll see the air ducting, and you should see 5 wires going to a little box. There are 3 bolts holding the hedgehog into the ducting.

    It'll look something like this: BMW 3, 5, 7 SERIES E36, E39, E38 HEATER RESTISTOR, HEDGEHOG | eBay

I HIGHLY recommend getting a genuine part, as you WILL burn a cheap copy out in no time at all.

    110% hedgehog !

When mine was failing on my last E36, it would be intermittant right upto the winter, and the first night it froze over, my hedgehog gave up completely Talk about bad timing, took me ages to defrost the screen with no scrapper

Placebo effect - Unless your last one was a cheap copy, then it's possible I suppose.

While you're there, you may as well do the pollen filter if it hasn't been done for a while That'll make a difference in how much air comes out.
