Did they take them out when it was sprayed Bill?....looks a bit like they have been pushed in to hard and have creased the bonnet
You sure it isn't a build up of paint around the washer jet holes?
You may need to be a bit careful as depending how long ago it was painted the paint may still be soft.

take it back as ask the guy to sort it mate, as Ronnie said, the piant my still be not fully dried so be carefull if you attemp this yourself mate.
It's probably the lacquer sinking around the hole..... Not what you want to hear, and I don't know how they will repair it other than repaint. If it's any consolation, my E36 is the same from when the bonnet was painted before I got it.
